According to the National Data Administration and the Ministry of Education, China will roll out four key initiatives to accelerate the cultivation of interdisciplinary talent in the digital economy sector and further boost the growth of the digital economy.

A National Teaching Steering Committee for Digital Economy will be established to guide the development of digital economy programs, curriculum design, textbook compilation, and teaching reform. The committee will comprise representatives from universities and industry, with university representatives accounting for around 70 percent and industry representatives around 30 percent of its membership, respectively. It will feature interdisciplinary collaboration, industry-education integration, and the integration of science and education. A range of core courses, textbooks, teaching teams, and practical training programs will be developed, with emerging technology tools such as large language models (LLMs) and intelligent agents integrated into classroom training. Universities will be provided with supporting resources, including computing power services and high-quality datasets. In addition, a number of platforms and practice bases will be established, including national-level talent cultivation platforms for the digital economy, innovation platforms for industry-education integration focused on data as a factor of production, and practice bases characterized by strong industry-education integration.

According to reports, over the next five years, the National Teaching Steering Committee for Digital Economy will focus on eight major tasks, including developing teaching standards, strengthening curriculum and textbook development, enhancing faculty capabilities, promoting industry-education collaboration in talent cultivation, improving practical training, conducting professional consultation and assessment, developing an independent knowledge system, and expanding exchanges and cooperation. The initiative aims to largely establish by 2030 a development landscape for undergraduate digital economy programs featuring an optimized structure, a rational layout, an appropriate scale, and improved quality.

By the end of 2025, more than 300 universities and colleges nationwide had offered programs in digital economy. Guangdong, Jiangsu, Hubei, Shandong and Anhui ranked among the top five provinces in terms of the number of such programs.
