AI Cooperation and Development Action Plan Released

On July 17, the 2026 World Artificial Intelligence Conference & High-Level Meeting on Global AI Governance was held in Shanghai. At the conference, the National Development and Reform Commission (NDRC), together with relevant government departments, jointly released the AI Cooperation and Development Action Plan.
The AI Cooperation and Development Action Plan seeks to advance the vision proposed by President Xi Jinping that “AI should be an international public good that benefits humanity.” Addressing key areas such as data, computing power, ecosystems, empowerment, talent, rules, governance, and ethics, the Action Plan sets out eight initiatives: ensuring the supply of high-quality data, promoting inclusive access to AI computing power, fostering open-source ecosystem sharing, expanding AI applications across sectors, jointly developing AI talent, advancing the development of rules and standards, strengthening cooperation on AI safety governance, and promoting AI for the common good. Through these practical measures, the Action Plan aligns with United Nations calls for stronger international cooperation on AI, efforts to bridge the digital divide, and the use of AI to support sustainable development.
At the conference, the NDRC and relevant departments also jointly released the AI from China Benefits the World (2026) Case Collection. The collection, published by the NDRC for the third consecutive year, features 10 compelling stories telling China’s international cooperation in AI. Compared with previous editions, the 2026 collection covers a broader range of countries and regions, showcases more diverse “AI+” application scenarios, and places greater emphasis on the “people-centered approach and the principle of AI for good.” It highlights valuable outcomes from international AI cooperation and showcases China’s insights, solutions, and contributions to the global AI advancement.
