Fujian Issues Action Plan for AI-Driven Manufacturing

Recently, eight provincial departments, including the Department of Industry and Information Technology of Fujian Province, jointly issued the Action Plan for AI-Driven Manufacturing in Fujian Province (2026-2028) (hereinafter referred to as the Action Plan). The Action Plan aims to accelerate the application of artificial intelligence (AI) across the entire manufacturing process, covering R&D and design, production & manufacturing, pilot testing and validation, business and operational management, and other key areas, thereby advancing the all-factor intelligent upgrading of the manufacturing sector.
The Action Plan sets out targets to foster 20 industry-specific AI models, 50 industrial AI agents, and other high-quality AI products by 2028, while establishing 100 typical application scenarios for AI-driven manufacturing. It aims to achieve significant progress in leveraging AI to drive the development of the “555X” industrial clusters (5 trillion-level pillar industries, 5 500-billion-level upgrading industries, 5 100-billion-level emerging industries and several future industries), helping strengthen the competitiveness of pillar industries, upgrade traditional industries, foster emerging industries, and accelerate the strategic development of future industries.
The Action Plan sets out measures to comprehensively leverage AI to advance the development of the “555X” industrial clusters. These measures include applying AI to the electronic information industry to drive technological breakthroughs in areas such as intelligent formulation of display materials and micron-grade defect inspection for flexible panels, enhance core material supply capacity and the development of new display technologies, and support Fujian’s endeavor to develop into a strong province in the display industry; applying AI to modern chemical industries by leveraging the Meizhou Bay Petrochemical Base, Gulei Petrochemical Base, Jiangyin New Chemical Materials Zone, and Lianjiang Kemen Chemical New Materials Industrial Park as key platforms to boost in-depth AI application along key industrial chains including aromatics-polyester, olefins-polyolefins and caprolactam-nylon chains; and applying AI to advanced equipment manufacturing to expand its use in high-tech ship R&D, electric vessel propulsion system integration, intelligent manufacturing of marine engineering equipment, and smart deep-sea aquaculture equipment, enhance shipbuilding and supporting capabilities, and foster a nationally leading electric vessel industrial base. These measures also cover AI applications in modern textiles and footwear, new energy, competitive industries, emerging industries, and other key sectors.
The Action Plan also sets out key projects, including the Technology Innovation Leadership Project and the Industry-Specific AI Model Enhancement Project. Under the Technology Innovation Leadership Project, Fujian will continue to launch special programs for major R&D breakthroughs and industrialization in AI, driving advances in machine learning algorithms, knowledge computing engines, industrial mechanism models, and other technologies, as well as their engineering applications. Centered on the “555X” industrial clusters, the Industry-Specific AI Model Enhancement Project will target critical manufacturing processes such as R&D and design, intelligent production scheduling, quality control, and predictive maintenance. It will support the incubation of a group of industry-specific AI models featuring advanced technology, strong potential for continuous improvement and remarkable adoption results.
