Recently, eight agencies, including the Ministry of Industry and Information Technology, jointly issued the Implementation Opinions on Promoting the High-Quality Development of the Industrial Internet (hereinafter the Implementation Opinions). The document sets out a coordinated approach to development and security, infrastructure construction and practical application, addressing weaknesses and strengthening core capabilities, while expanding adoption and improving performance. Anchored in, oriented toward, and designed to serve the industrial sector, it seeks to seize opportunities arising from advances in artificial intelligence (AI) and defines specific development objectives.

By 2030, China’s industrial Internet is expected to expand in scale, deepen in application and move to a more advanced stage of development, further advancing the integrated development between the real economy and the digital economy. Large-scale deployment of new infrastructure will be achieved, including the establishment of 50,000 industrial 5G private networks. The coverage of identifier resolution services among enterprises will continue to expand. Around five integrated platforms with international influence will be established, alongside a relatively comprehensive institutional framework for industrial data infrastructure. The integrated application of industrial Internet will achieve full coverage across 207 industrial sub-sectors. A range of tiered and differentiated 5G factories with distinct characteristics will be developed. The coverage rate of classified and tiered safety management among industrial enterprises above the designated size in key industries will reach 80%. The supply of industrial Internet technologies, standards, and products will continue to improve, while enterprise capabilities and cross-sector collaboration are significantly strengthened. Core industrial value added is expected to exceed RMB 2.5 trillion, making the sector a key driver of new quality productive forces.

By 2035, China aims to establish a globally leading industrial Internet infrastructure system and an internationally advanced technology and industrial system. Integrated applications will achieve broad and deep coverage across key sectors of the national economy, fully underpinning the country’s capacity for new industrialization.

The Implementation Opinions a systematic, large-scale, innovation-driven and forward-looking approach. It sets out 18 specific tasks across five key areas, covering infrastructure, technological innovation, integrated applications, security assurance, and industrial ecosystem development.

To strengthen the foundation for integrated infrastructure, the Implementation Opinions call for improving core network capabilities. Enterprises will be encouraged to develop new-type industrial networks, and pilot programs for industrial 5G standalone private networks will be launched in an orderly manner. Converged industrial equipment embedded with advanced communication modules will be deployed based on demand. The role of the identifier system as a key link will be enhanced, with national top-level nodes expanded and upgraded, secondary node service efficiency improved, and the identifier resolution system further integrated across key industries to enable end-to-end connectivity. Platform hub functions will be strengthened through the tiered development of integrated, specialized, and sector-specific industrial Internet platforms, alongside enhanced data integration and governance capabilities based on these platforms. Efforts will be made to unlock the potential of data as a production factor by strengthening the national industrial Internet big data center system and developing high-quality regional and industry-specific datasets. Computing capacity will be improved through integrated planning and coordinated development of industrial Internet and computing infrastructure. An industrial computing network system will be explored, with greater interconnection and interoperability of computing resources.

To strengthen the supply of technology and industrial capabilities, the Implementation Opinions call for enhancing technological innovation capacity, including the development of new industrial Internet technologies and products, and the establishment of pilot test centers for industrial Internet innovation. Protection, utilization, and services for industrial Internet intellectual property will be strengthened. Standard formulation and promotion will be accelerated, with faster progress in the formulation and testing of general foundational technologies, key technologies, and integrated applications. Efforts will also be made to promote the adoption of these standards and to actively participate in international standard formulation. The ecosystem of solution providers will be strengthened. Large industrial enterprises will be supported in incubating industrial Internet solution providers, developing industry-specific, customized, and intelligent solutions, and establishing a high-quality repository of solution products.

To expand the depth and breadth of integrated applications, the Implementation Opinions call for fostering new models, business forms, and application scenarios. The promotion of platform-based design, intelligent manufacturing, and customization will be accelerated, while new models such as refined investment and financing and visualized governance will be further explored. The integration of AI with industrial Internet applications will be deepened. Industrial Internet platforms will be fully leveraged for their role in enabling ubiquitous connectivity and data aggregation. Efforts will be made to advance the training of large-scale industrial models and scenario-specific small models, develop model interoperability interfaces, and accelerate the deployment of industrial AI agents. Enterprise adoption will be strengthened. A classified, tiered evaluation system for industrial Internet applications will be established. Large enterprises will be encouraged to deepen deployment, while innovation platforms for application services will be developed and public service capabilities for SMEs will be enhanced. “Chain-network synergy” will be advanced through the implementation of a dedicated “chain-network synergy” program, alongside the development and promotion of sector-specific guidelines for integrated applications. Integration between the consumer Internet and industrial Internet will be strengthened, supporting deeper applications in agriculture, livestock farming, and commercial circulation. Regional coordinated development will be promoted. High-standard pilot cities for “5G + industrial Internet” integration will be developed, and the “100 cities and 1,000 parks initiative” will be continuously rolled out.

To strengthen the institutional framework for security assurance, the Implementation Opinions call for strengthening institutional mechanisms for cybersecurity governance. A classified and tiered regulatory framework for industrial Internet security will be established, alongside improved standards and norms for data security protection. Security assurance capabilities will be strengthened through the development of robust technical capacities for industrial network and data security. Special initiatives, including cybersecurity safeguards for new industrialization and the “Digital Security Support” campaign, will be implemented. The supply of cybersecurity services will be enhanced. Innovation centers and laboratories for industrial Internet security, as well as advanced manufacturing clusters focused on cybersecurity, will be developed. Cybersecurity insurance services will be promoted, and the testing and evaluation of key products will be further strengthened.

To foster a collaborative industrial ecosystem, the Implementation Opinions call for expanding the cross-sectoral integration ecosystem. Industrial enterprises, ICT companies, platform operators, universities, and research institutes will be encouraged to form innovation consortia. The Industrial Internet Industry Alliance will be promoted towards higher quality and greater international engagement, alongside wider dissemination of best practices in industrial Internet applications. Open and cooperative development will be advanced. The Catalogue of Industries Encouraging Foreign Investment will be effectively implemented. Building on the Belt and Road Initiative and BRICS cooperation mechanisms, international exchanges and cooperation will be further deepened, and capable enterprises will be encouraged to expand into global markets.
