Digital Fuzhou Delivers an Impressive Scorecard for the 14th Five-Year Plan

2025 marks the final year of the 14th Five-Year Plan. Over the past five years, Fuzhou has embedded digital DNA deep into the lifeblood of urban development, making “digital” the city’s most distinctive hallmark. Today, let’s take a look at a set of key figures that showcase the standout achievements of Digital Fuzhou during the 14th Five-Year Plan period.

Digital Economy
The city’s digital economy expanded from RMB 464.6 billion in 2020 to an estimated RMB 830 billion by the end of the 14th Five-Year Plan, ranking first in FujianProvince for multiple consecutive years.
Six industrial clusters were selected as provincial core digital economy industry clusters, the highest number in the province.
From 2022 to 2025, the number of provincial core digital economy innovation enterprises ranked first in the province for four consecutive years.
Digital Government
In alignment with the State Council and provincial priority lists for “Efficiently Getting One Thing Done,” Fuzhou rolled out 41 sets of integrated government services at the national and provincial levels, achieving citywide coverage.
Fuzhou’s “12345” innovative practice was selected as a national model case for government service hotlines.
Digital government development ranked fifth among China’s provincial capital cities.
The Real Estate Registration Information Platform (Phase III) won the China Smart City Outstanding Software Award.
The Fuzhou Municipal People’s Government Portal ranked fourth among provincial capital cities nationwide for innovation and development.
Digital Society
“Data-Linking Rongcheng: Fuzhou’s Data Network Infrastructure Empowering the Release of Data Element Value” was selected as a national model case for data infrastructure development.
“A New Model for Integrated and Coordinated Urban Water System Governance” and the “Fuzhou Deep-Sea Intelligent Aquaculture Platform” were selected as national model cases for the development of national pilot zones for digital economy innovation and development.
Fuzhou launched a holographic smart water digital sandbox system for urban water networks, creating China’s first model for integrated and coordinated urban water system management.
The city built the province’s first large-scale intelligent connected road urban area and an autonomous driving application demonstration zone.

Digital Openness and Exchange
Fuzhou has hosted the Digital China Summit for eight consecutive editions.
The city facilitated over 3,400 digital economy projects across the province, with total investment reaching RMB 2 trillion.
900 digital economy projects have been implemented in Fuzhou, with total investment exceeding RMB 770 billion.
Both the number of projects and total investment have consistently ranked first in the province.
Digital Infrastructure
The city has cumulatively built over 30,000 5G base stations, and its intercity internet egress bandwidth exceeds 54 Tbps, ranking first in the province.
Fuzhou was selected twice for the National Data Infrastructure (Pilot and Demonstration) Program—the “Data Network Pilot” in the first batch, and the “Integrated Data Infrastructure Innovation Pilot Combining Data Networks and Blockchain” in the second batch.
Total AI computing power exceeds 3,000 PFLOPS citywide.
Fuzhou New Area hosts the largest concentration of computing power in the province.
Data Elements
The city has aggregated data from over 100 institutions, more than 200 systems, and over 6,000 catalogs of government information resources, with more than 16 billion government data records in reserve citywide.
Digital Culture and Tourism
Nine institutions in the city were rated as provincial four-diamond smart scenic areas.
“The Glory Belongs to Foochou Arsenal” was recognized as a provincial demonstration case for digital culture and tourism application scenarios.
