Action Plan for the High-Quality Development of Industrial Internet Platforms Issued

On January 13, the Ministry of Industry and Information Technology (MIIT) released the Action Plan for the High-Quality Development of Industrial Internet Platforms (2026–2028) (hereinafter referred to as the Action Plan).
The Action Plan sets forth the goal that by 2028, notable progress will be achieved in the high-quality development of industrial internet platforms. A multi-tiered platform system comprising professional, industry-specific, and collaborative platforms will continue to expand, with more than 450 platforms attaining significant influence. Platforms’ capacity to connect key production factors will be substantially strengthened, while leading platforms will demonstrate marked improvements in data value creation, model accumulation, and the development and application of artificial intelligence (AI). The number of connected industrial devices is expected to exceed 120 million units, and platform penetration will surpass 55 percent. A new-generation industrial internet platform ecosystem—characterized by ubiquitous connectivity, deep integration of digital and intelligent technologies, enhanced collaboration, and open-source openness—will be basically established.
According to an official from the Department of Information Technology Development of MIIT, based on a precise understanding of the connotations and requirements of high-quality development, the Action Plan puts forward innovative measures in four key areas to advance the development of industrial internet platforms, collectively referred to as four “Actions.”
The first is the Platform Cultivation and Enhancement Action. To promote the professionalized and differentiated development of industrial internet platforms and to build a platform system that is both distinctive and interconnected, the Action Plan proposes guiding platforms toward differentiated development, accelerating the cultivation of professional, industry-specific, and collaborative platforms, and establishing a four-tier cultivation system comprising Basic, Growth, Leading, and Ecosystem levels. It also calls for strengthening platforms’ capacity to empower industrial applications, enriching the supply of high-quality solutions, building a resource pool of “small, fast, light, and precise” digital-intelligent solutions, and supporting platforms in exploring diversified business models. Furthermore, the Action Plan emphasizes enhancing integrated platform development by accelerating the development and formulation of technical standards for platform interconnection and interoperability, and by promoting cross-regional production capacity collaboration and the alignment of innovation resources among platforms.
The second is the Platform Data Aggregation and Intelligence Enhancement Action. To fully leverage the role of industrial internet platforms in resource connectivity, data aggregation, knowledge accumulation, resource allocation, and application incubation, and to promote the deep application of AI in the industrial sector, the Action Plan proposes unlocking the value of industrial data as a production factor by supporting platforms in enhancing data collection and aggregation capabilities, building business-scenario–oriented industrial data labeling systems, advancing dataset development, and strengthening intellectual property protection throughout the entire lifecycle of industrial data development and utilization. It also emphasizes building a high-quality industrial model system by developing model development toolchains and environments, establishing various types of industrial model repositories—including basic general-purpose, industry-specific, and scenario-specific models—supporting platform enterprises in developing Model-as-a-Service (MaaS) offerings, and promoting the aggregation and efficient circulation of model resources. In addition, it calls for advancing AI empowerment of industrial internet platforms by supporting platform enterprises in accelerating the cultivation of industrial scenario-based intelligent agents, exploring integrated architectures combining “platforms + scenario intelligent agents,” and rapidly enhancing the level of industrial intelligent applications.
The third is the Platform Large-Scale Application Action. To expand the coverage and deepen the application of industrial internet platforms—using innovation to drive application and application to feed back into innovation—the Action Plan proposes deepening the application of typical scenarios by supporting platform enterprises in intensifying solution development for high-value scenarios, guiding manufacturing enterprises to enhance scenario-based applications, and fostering new models and business forms supported by platforms. It also calls for improving the quality and effectiveness of enterprise applications by encouraging large enterprises to deepen platform adoption and strengthen cross-departmental, cross-plant, and cross-regional collaboration, supporting small and medium-sized enterprises (SMEs) in accelerating equipment upgrading and widely utilizing platform resources, and guiding platform enterprises to develop value-added services such as order-driven services and supply chain finance, thereby promoting coordinated development among large, medium, and small enterprises. In addition, the Action Plan encourages innovation in service promotion models by supporting platform enterprises in offering services such as “use first, pay later” and subscription-based services, and exploring innovative approaches such as outcome-based payment models.
The fourth is the Platform Ecosystem Support Action. Focusing on building a new-generation industrial internet platform ecosystem characterized by ubiquitous connectivity, integrated digital and intelligent technologies, deep collaboration, and openness through open-source innovation, the Action Plan proposes exploring open-source mechanisms for platforms, promoting the development of open-source communities for industrial internet platforms, and guiding platform enterprises, manufacturing enterprises, and other stakeholders to jointly build an open-source platform ecosystem. It also emphasizes enhancing open cooperation by encouraging leading enterprises to establish internationally influential exchange platforms and collaborative mechanisms, thereby continuously strengthening the global influence of China’s industrial internet platforms. In addition, the Action Plan calls for improving the standards system by building a new-generation industrial internet platform standards framework and accelerating the development and international deployment of standards. Furthermore, it highlights the need to strengthen platform security safeguards by enhancing compliance guidance for platform enterprises, implementing classified and tiered management of industrial internet security, and improving technical capabilities in data security monitoring, early warning, and emergency response.
