　　Fujian Introduces 10 Measures to Promote the Artificial Intelligence Industry

　　High-Quality Industry-Specific AI Models to Be Selected, with Individual Projects Receiving Up to RMB 10 Million in Subsidies

　　On the 7th, the General Office of the People’s Government of Fujian Province issued the Several Measures to Promote the Development and Application of Artificial Intelligence in Fujian Province. The measures set out 10 policy initiatives focusing on AI model research, technological innovation, innovation platforms, application empowerment, enterprise cultivation, industrial park development, inclusive computing power, data provision, talent recruitment, and the overall industry ecosystem.

　　Supporting Industry-Specific AI Model Development

　　The measures aim to guide the development of AI vertical models that leverage industry datasets and possess strong task-processing capabilities. Enterprises, universities, and research institutes are encouraged to engage in collaborative research, development, and application of such models. High-quality vertical models will be selected, and individual projects may receive phased subsidies of up to RMB 10 million based on their implementation performance.

　　Facilitating R&D and Innovation Implementation

　　Support will be provided for the development of next-generation intelligent terminals, intelligent agents, and other emerging technologies and products. High-quality AI products will be selected, with each eligible for a one-time reward of RMB 500,000. AI enterprises are encouraged to increase their investment in R&D, which will be subsidized and rewarded in accordance with relevant regulations.

　　Building Industry Innovation Platforms

　　Enterprises, universities, and research institutes will be guided to jointly establish AI innovation platforms. High-quality platforms will be selected, and the leading organization of each platform may receive a one-time subsidy covering up to 50% of the actual construction investment, capped at RMB 5 million. The establishment of pilot bases for AI industry applications will also be encouraged.

　　Promoting AI-Driven Industry Empowerment

　　The “AI Empowering 100 Scenarios” initiative will be further advanced to promote and replicate exemplary application cases. Each year, competent authorities in sectors such as education, housing and urban-rural development, transportation, culture and tourism, and healthcare will identify and provide at least ten application scenarios.

　　Guiding Enterprises to Grow Stronger

　　A tiered cultivation plan for AI enterprises will be implemented, with enhanced dynamic tracking and support services. High-quality AI enterprises will be selected, with each eligible to receive a one-time reward of up to RMB 3 million.

　　Accelerating Industrial Park Development

　　Fuzhou, Xiamen, and Quanzhou have formulated and implemented special policies to support the construction of provincial-level AI industrial parks within their jurisdictions. Over the next three years, each of these provincial-level AI parks will support the development of more than 50 intelligent agents or intelligent terminal products. Annual special funds of up to RMB 10 million per park will be allocated to support activities such as industrial investment promotion, project roadshows, and supply-demand matchmaking.

　　Optimizing Inclusive Computing Power Services

　　Enterprises with an annual expenditure on computing power services of RMB 100,000 or more will be eligible for a subsidy of up to 50% of the actual purchase cost for that year, with a maximum of RMB 500,000 per enterprise.

　　Strengthening Data Resource Supply

　　Leveraging the provincial unified public data resource platform and the provincial public data development service platform, efforts will continue to develop, apply, and open public data resources. In line with AI industry needs, more than 10 high-quality datasets will be developed each year.

　　Focusing on Talent Recruitment and Development

　　Support will be provided to establish a panel of specially appointed experts for the AI industry chain, along with funding support. A list of core AI enterprises will be maintained, and a roster of key engineers will be compiled, with each engineer eligible for an annual reward of RMB 200,000.

　　Fostering a Healthy Industry Ecosystem

　　The establishment of AI open-source communities and public service platforms will be encouraged. Support will be provided for setting up the Provincial AI Technology Standards Committee. The provincial industrial data security risk monitoring platform will be further enhanced. Public communication, promotion, and demonstration efforts will be strengthened to foster a favorable social environment that encourages the application of AI across all industries.
