Five Authorities Issue Opinions on Promoting and Regulating the Application of “AI + Healthcare”

The National Health Commission, together with four other authorities, including the National Development and Reform Commission, the Ministry of Industry and Information Technology, the National Administration of Traditional Chinese Medicine, and the National Disease Control and Prevention Administration, has issued the Implementation Opinions on Promoting and Regulating the Application of “AI + Healthcare”. The Implementation Opinions comprise five parts.
The first part outlines the general requirements. It sets forth the guiding principles for advancing the integrated development of “Artificial Intelligence + Medical and Health” and defines the core development objectives for 2027 and 2030, based on the current status of infrastructure development, application progress, and business needs of AI in the health sector across different regions.
The second part focuses on deepening key applications. It specifies 24 major application areas under eight key directions, including primary-level healthcare, clinical diagnosis and treatment, patient services, traditional Chinese medicine, public health, scientific research and education, industry governance, and the health industry.
The third part aims to consolidate the application foundation. It proposes five tasks: strengthening infrastructure construction, enriching medical data resources, optimizing AI computing power and algorithms, advancing the establishment of pilot-scale testing bases, and enhancing the support of scientific and technological talent and standardization.
The fourth part emphasizes regulating safety supervision. It highlights three major aspects, namely improving industry management and review systems, innovating supervision methods and early warning mechanisms, and strengthening data security and personal privacy protection.
The fifth part focuses on strengthening organizational support. It calls for improving institutional mechanisms, advancing pilot demonstrations, intensifying publicity and cooperation, and promoting the sound and responsible development of AI healthcare to achieve mutual benefits, inclusive growth, and shared achievements.
