China Has Made Digital Public Services More Tangible and Accessible Since the 14th Five-Year Plan

At the press conference themed “Delivering High-Quality Results under the 14th Five-Year Plan” held by the State Council Information Office on August 14, Chen Ronghui, Deputy Director of the National Data Administration, noted that since the launch of the 14th Five-Year Plan, the rapid application of digital and intelligent technologies in China has profoundly transformed the ways people work and live, as well as how society is governed. Digital services that are accessible, affordable, and high-quality are increasingly reaching and benefiting the broader public.
“Smart healthcare services are expanding rapidly. Internet hospitals nationwide handle over 100 million visits annually, more than 1.2 billion people use the national medical insurance code, and 560 million patients have benefited from direct cross-provincial medical settlements,” said Chen Ronghui. He noted that digital social security services are also extending their reach and improving efficiency, with 1.07 billion people now holding electronic social security cards, covering more than 75% of the population. Urban clusters such as the Yangtze River Delta and Chengdu-Chongqing regions are gradually enabling regional service connectivity through an “all-in-one card.”
In recent years, China’s digital education has seen significant expansion and upgrading. China has built the world’s largest online smart education platform, with the richest pool of educational resources. MOOCs (Massive Open Online Courses) rank first globally in both number and scale of use, truly making “high-quality courses from across the Internet available at your fingertips.”
According to the introduction, since the start of the 14th Five-Year Plan, China has made significant strides in digital elderly care services. The quality of digital services for seniors, such as Internet application adaptations and “one-click access to human customer service,” has been steadily improving. The launch of the national elderly care service information platform has further facilitated efficient matching between supply and demand of elderly care resources.
The digital transformation of all national 5A-level scenic areas has been fully achieved. Community services are becoming increasingly intelligent, with functions like “one-click assistance” for seniors now accessible at their fingertips. Meanwhile, new forms and products of digital consumption ranging from instant retail and Intelligent Connected Vehicles (ICVs) to micro-dramas are emerging, continuously unlocking fresh consumer potential…
At the press conference, Chen Ronghui highlighted a series of application scenarios that showcase how digital technologies are making life smarter and better in China. He noted that next, the National Data Administration will fully leverage the amplifying, compounding, and multiplying power of data elements, with the improvement of people’s well-being as both the starting point and ultimate goal. They will focus on advancing the digital transformation and intelligent upgrading of public services, digital life, and social governance, generating tangible achievements in building a digital society.
