The vigorous development of scientific data sets up a new plan for the exploration of objective laws, which gives new methods to the governance of the country and creates new opportunities for the development of industry. Data, calculating force and algorithm will become the future competition focus of information.   China’s data resources are developing rapidly and the growth trend is obvious. The policy environment has been continuously optimized, the sharing and opening of government data have been achieved, and the national integrated data exchange platform has been basically completed. In addition, 10 provincial government data opening platforms have been established, and 17 municipal platforms will go on line soon. However, there are still some problems in the exploitation and utilization of data resources, including insufficient development and utilization of data resources, inadequate and delayed government data sharing, as well as insufficient access to public data resources, etc.   How to promote the opening and utilization of data resources from policy aspect? I have the following suggestions.   First, deepen the use of data resources. We can keep promoting the integration and sharing of government information, optimizing the management of the entire life cycle of data resources, and implementing the list of responsibilities for data sharing. We can open the public information resources wider and improve the quality of open data. We can also strengthen guidance to standardize the legal collection and trade of data resources and use data more effectively.   Second, do more to protect personal information. We can standardize the behavior of data collection, trade and application, and do more to protect the privacy of users and other individuals. We can establish a mechanism to crack down on illegal data acquisition and trade, and claim responsibility and crack down on the violation of citizens’ personal data. The black industrial chain of data trade should also be rectified.   Third, make breakthroughs in core technologies. We should be in line with the key technological standard of global mainstream products, strengthen research and development of core technologies and data products, strengthen research on major basic issues of big data and breakthroughs in key technologies, and govern multi-tiered data and train specialized software personnel.   Fourth, manage the whole society’s data resources according to the law. We can figure out the right and responsibility of the data resources opening and utilization, introduce regulations on pricing mechanism, data quality and privacy protection, and further release data dividends. At the same time, we are supposed to explore new technologies and effective security audit methods to maintain the integrity, safety and reliability of data. We initiated the “One Code Pass” service covering ten handy services for the public, which means citizens can take bus, see doctors, finish mobile payment and seek government affairs service with one “Fu Code”. To this end, “The Land of Blessing” becomes more intelligent. During the past year, we have seen the flourishing of digital government affairs in Fuzhou. We built the national “Internet Plus Government Affairs Service” comprehensive reform experimental unit, and citizens can handle affairs on computer, on mobile phone and at doorstep, which is an epitome of the Digital Fuzhou construction outcome.   In this year’s national “Two Sessions”, President Xi Jinping talked about creating an enabling environment for innovation and entrepreneurship in Fujian. Under this guidance, Fuzhou will embrace the 5G era, promote innovation, entrepreneurship and creation, and explore the new blue ocean of digital China construction. We will focus on innovation and make the digital economy the most active new drivers and the most powerful new engines. We will speed up the development of big data, the internet of things and blockchain, building Fuzhou into an important city in the 5G era. We will continue to optimize the business environment and provide more favorable policies. We will build a national 5G pilot city, accelerate the scale networking and scale commercial use of 5G, lower the threshold, reduce the cost, increase the efficiency and improve the environment for innovation and entrepreneurship. We will launch more innovative products, follow new trend, new demand of future development, and provide more digital and intelligent convenience service in production, consumption, urban management, public service and social governance for a better city and better life. Digital Education Becomes a Global Business Card for Digital China   Liu Dejian, Chairman of the Board of NetDragon Websoft Holdings Limited   With the help of the Digital China Summit, NetDragon has made substantial cooperation with various countries and regions along the BRI to jointly develop digital education. At present, the education business of NetDragon has covered more than 190 countries and regions with over 1.3 million classrooms, benefiting 100 million users. This also shows that “China solution” of digital education is accepted by the world and help the development of global education. All these questions have originated from the practical application scenes of Huawei, China Mobile, Glodon Software, CECDATA and other enterprises and reflect the current social and industrial development needs. At the final, the 18 shortlisted teams, which stood out among all 8,000-odd teams during the online tryout and the division competition, fully demonstrated their charms and enlisted works through team introduction, solution explanation and expert Q&A. The judges scored the teams strictly according to the evaluation rules and determined the 1st, 2nd and 3rd prize winners of the six questions after a whole day’s fierce competition.   The 2nd Digital China Summit Came to a Conclusion in Fuzhou on May 8. During the Summit, Fujian achieved a total investment of over 450 billion Yuan through 587 digital economic projects, including a total contracted investment of over 250 billion Yuan with the signing of 308 contracts, covering IoT, big data, artificial intelligence, chip and other sectors.   The Summit comprises “one summit, one exhibition and one competition”. The new Digital China Innovation Competition has attracted 8,915 contestants from 451 universities and 1,182 enterprises. Eleven governmental organs have collectively released their informatization development policies in their respective industries and introduced a series of preferential policies, including National Internet Information Office, Ministry of Industry and Information Technology, Ministry of Justice, Ministry of Ecology and Environment, Ministry of Agriculture and Rural Affairs, National Health Commission, SARFT, National Academy of Governance, National Space Administration, State Administration of Cultural Heritage and National Archives Administration of China. The Summit also invited Jiangsu, Guangdong and Guizhou as the host provinces to further deepen inter-provincial exchanges and cooperation on informatization.   The Digital China Exhibition has attracted a large team of leading enterprises and famous international enterprises in digital economy. It has an exhibition area of 62,000 sqm and 493 exhibitors, up by 50% and nearly 70% respectively over those of the first session. After experiencing some of the items, including face identification access control and intelligent teaching, he said, “I have a deep impression that changing life with science and technology is no longer a faraway vision. This exhibition brings “cold technologies” closer to the ordinary people and conveys the strange but important technical knowledge to them so that the ordinary people have a better knowledge of the assurances and conveniences brought by digitalization to social progress and our daily life.   At Hall 7: Digital Government, the theme exhibition of the State Administration of Cultural Heritage titled “Internet plus Chinese Civilization” caught the visitors’ attention. Such special items as operational statistic and monitoring system, virtual group photographing and interaction with cultural relics fully demonstrated the efforts of cultural heritage professionals in using information technology to improve the level of history and culture popularization work. According to Lv Ling, a staff of the exhibition zone, many people were not familiar with museum construction work. This exhibition brought more visitors closer to the forms of cultural heritage popularization work and thus would help to increase public attention to cultural heritage popularization work and provide a good opportunity for the exhibitors to communicate with and learn from each other, thus accumulating their energies to better serve the people.   At its booth, the Cyberspace Administration of China displayed the development plan of the oceanic satellite series and the oceanic satellite ground application system of the National Satellite Ocean Application Service. Inviting some other provinces as hosting provinces of the Exhibition is one of the highlights this year. In order to share outstanding cases, various provinces have demonstrated their achievements in digitalization from diversified perspectives. It is noticed that e-government still remains an important part of the display of various provinces. Many regions have launched pioneering and pilotage programs in governmental information system integration, electronic licensing and certification, opening of public data resource, health and medical big data and other infomatization sectors, specifically including Hebei e-government system, Chongqing E-government on Palm and On-cloud Guizhou E-government Service Platform, etc. Their efforts have accumulated precious practices and experiences in the modernization of the governance system and ability   Moreover, intelligent court is also an important part of the e-Government exhibition zone. Beijing Internet Court Electronic Litigation Platform has enabled total-process online trial and it is thus honored as a “Court around the Clock”. The staff also introduced one product called “AI Synthetic Judge” who could reduce the repetitive labors of judges in the trial of similar cases. Meanwhile, the AI image will also offer a greater level of engagement for the parties of the trial.

This exhibition brings “cold technologies” closer to the ordinary people and conveys the strange but important technical knowledge to them so that the ordinary people have a better knowledge of the assurances and conveniences brought by digitalization to social progress and our daily life.   At Hall 7: Digital Government, the theme exhibition of the State Administration of Cultural Heritage titled “Internet plus Chinese Civilization” caught the visitors’ attention. Such special items as operational statistic and monitoring system, virtual group photographing and interaction with cultural relics fully demonstrated the efforts of cultural heritage professionals in using information technology to improve the level of history and culture popularization work. According to Lv Ling, a staff of the exhibition zone, many people were not familiar with museum construction work. This exhibition brought more visitors closer to the forms of cultural heritage popularization work and thus would help to increase public attention to cultural heritage popularization work and provide a good opportunity for the exhibitors to communicate with and learn from each other, thus accumulating their energies to better serve the people.   At its booth, the Cyberspace Administration of China displayed the development plan of the oceanic satellite series and the oceanic satellite ground application system of the National Satellite Ocean Application Service. Oceanic satellites have extensive functions which are unknown to the ordinary people. According to Ms. Wang, a staff of the exhibition zone, public display of strange scientific knowledge would allow the ordinary people to have a deeper understanding of science and technology and encourage relevant professionals to better satisfy public demands. Inviting some other provinces as hosting provinces of the Exhibition is one of the highlights this year. In order to share outstanding cases, various provinces have demonstrated their achievements in digitalization from diversified perspectives. It is noticed that e-government still remains an important part of the display of various provinces. Many regions have launched pioneering and pilotage programs in governmental information system integration, electronic licensing and certification, opening of public data resource, health and medical big data and other infomatization sectors, specifically including Hebei e-government system, Chongqing E-government on Palm and On-cloud Guizhou E-government Service Platform, etc. Their efforts have accumulated precious practices and experiences in the modernization of the governance system and ability   Moreover, intelligent court is also an important part of the e-Government exhibition zone. Beijing Internet Court Electronic Litigation Platform has enabled total-process online trial and it is thus honored as a “Court around the Clock”. The staff also introduced one product called “AI Synthetic Judge” who could reduce the repetitive labors of judges in the trial of similar cases. Final of Digital China Innovation Contest to be Held Today

  According to press conference of 2nd Digital China Summit, the final and awarding ceremony of 2019 Digital China Innovation contest will be held today.   An online preliminary contest was launched before. Six questions were set up for the online contest: Cultural Inheritance: Multi-scene Recognition of Chinese Calligraphy, Intelligent Tallying: AI Counting of Reinforcing Bars, Big Data Medicine: AI Diagnosis of Liver Cancer Images, Consumer Group Portrait: Intelligent Credit Rating, Intelligent Remedy of Offshore Windfarm SCADA Data Loss and Fault Early Warning of Concrete Pump Trucks and Concrete Pistons. Contestants are divided into six groups according to different questions. The top 10 teams of each group stood out from the online contest and a total of 60 teams entered regional finals which were held in Shanghai, Xi’an, Beijing and Fuzhou respectively. Later, the top 3 teams of each group won regional finals and a total of 18 teams advanced to the final.   It is learned that the 18 teams will attend a field oral defense centering on the six questions in today’s final in a bid for the first, second and third prizes of the six contest questions, and other four individual awards, i.e. Best Commercial Potential Award, Best Algorithm Competence Award, Best Innovation Value Award and Best Field Performance Award.   As an important constituent of the 2nd Digital China Summit, the Contest has “Software-empowered Digital Economy and Innovation-driven Digital China” as its theme and is expected to contribute to the construction of the new landscape of the Summit featuring “One Summit, One Exhibition and One Contest”. The Contest is a major innovation and will grow into a brand event.   The Contest has attracted 8,915 contestants from 451 universities and 1,182 enterprises. Six questions were set up for the online contest: Cultural Inheritance: Multi-scene Recognition of Chinese Calligraphy, Intelligent Tallying: AI Counting of Reinforcing Bars, Big Data Medicine: AI Diagnosis of Liver Cancer Images, Consumer Group Portrait: Intelligent Credit Rating, Intelligent Remedy of Offshore Windfarm SCADA Data Loss and Fault Early Warning of Concrete Pump Trucks and Concrete Pistons. Contestants are divided into six groups according to different questions. The top 10 teams of each group stood out from the online contest and a total of 60 teams entered regional finals which were held in Shanghai, Xi’an, Beijing and Fuzhou respectively. Later, the top 3 teams of each group won regional finals and a total of 18 teams advanced to the final.   It is learned that the 18 teams will attend a field oral defense centering on the six questions in today’s final in a bid for the first, second and third prizes of the six contest questions, and other four individual awards, i.e. Best Commercial Potential Award, Best Algorithm Competence Award, Best Innovation Value Award and Best Field Performance Award.   As an important constituent of the 2nd Digital China Summit, the Contest has “Software-empowered Digital Economy and Innovation-driven Digital China” as its theme and is expected to contribute to the construction of the new landscape of the Summit featuring “One Summit, One Exhibition and One Contest”. The Contest is a major innovation and will grow into a brand event.   The Contest has attracted 8,915 contestants from 451 universities and 1,182 enterprises. These contestants come from Tsinghua University, Peking University, Stanford University, Oxford University, Waseda University and other famous domestic and foreign universities, and also Microsoft, Intel, Inspur, Institute of Automation, CAS, Research Institute of Tsinghua Pearl River Delta and many other famous enterprises and scientific research institutes.
